Is it possible that at "Highway Speed" you water pump is: 1) Circulating to coolant too quickly that it does not have a chance to absorb heat from the engine or dissipate it through the radiator? 2) Cavatating (sp?), turning so fast instead of pumping it is just creating bubbles?
