Rostyle Wheels

Evening gang,

This should be an easy one.  I have a set of the Rostyle Wheels
(silver rims with a flat black  accent)that I want to clean up and get
ready for some new tires.   The question is can these be sand blasted
and then successfully repainted or is there a better way of getting
them spruced up?  And, if they can be repainted, what is the best
paint(s) to do the job with?

Any suggestions would be appreciated.
