New bolts are fine if you trust your supplier, and I wouldn't
trust most.  Just because a bolt claims to be a specific grade
doesn't mean it is (i.e. a fake).  NASA found alot of fakes in
their stores some years ago, and they tend to be careful.

I usually trust original looking fasteners.
There are some hiload apps where you need to use new fasteners.
