California Bugeye on E-bay

The car looks like it's done pretty nicely, however, I'm surprised to see what 
appears to be 'surface runs', on the underside of the floorpan, and front 
suspension. You'd think that during a 'complete' restoration, all those parts 
would have been 'painted' too. 
When I redid mine, I cleaned and painted 'everything', nad even undercoated the 
car.
