Witches can't cast spells that are completely nice in nature. Elizabeth
could probably cause it to rain frogs or something but not just plain old
rain. To get the rain you would have to take whatever comes with it. Since
Elizabeth is so nice, she just doesn't want to cause anybody any
inconvenience with the frogs or whatnot.
