Yes and No (there is good archive on this)
A coil designed for use with ballast needs it else it will burn out.
The purpose of designing a coil to be used with a ballast is to provide a 
stronger spark when the engine is cranked for starting. + some aftermarket 
electronic ignition systems are designed to run only with a ballast coil 
(primary input voltage and all those wiggly amps)
