You hit the nail on the head!  As you say, it is possible to work out a power
figure from a coastdown, or series of coastdowns.  From the power figure you
can work out a drag figure.

However, I would need to do a series of runs with a variety of aerodynamic
mods and the local constabularly would not appreciate it.

Good idea though.
