Yes, there is an adjustment - to your driving style!
You are describing a weak synchro. To replace it, engine and trans need
to be removed and the trans disassembled.
When shifting up from 1st, take a little more time for the shift, i.e. let
the revs fall a little before you engage 2nd. On the downshift from 3rd,
give it a little gas while going through neutral to match the revs of the
engine to the revs of teh drivetrain. Takes a little practice.
If it is really bad, you could get into double declutching...
