Hi Frank,

Get the horn working yet? If not, here is my silly-assed theory:

All electromechanical devices have a greater "inrush" current at
startup (motors, relay coils, horns....). If you have too much
resistance somewhere in the battery-switch-horn circuit or the return
(ground) circuit, the inrush current will cause a significant drop in the
voltage to the horn. If the horn doesn't get that initial "kick" of
inrush current at the necessary voltage, it won't go.

Try measuring the resistance (battery to horn terminal) with the horn
disconnected and the horn button engaged. Then try it on one of your
other cars for comparison. Same test for return circuit. You may find
that the resistance is greater and replacing the wire or switch would
solve the problem. More likely, this particular horn is just too
demanding for the circuit and you could solve your problem with an
identical $2 horn.

Good luck!
