If your choke is set up correctly and the engine is started from cold, you
should need some choke.  Since the Weber has an accelerator pump you can
start it by pumping the pedal a couple of times but it should not run
smoothly enough to drive well w/o choke.

If it runs smoothly w/o the choke I suspect your carb is running too rich.
I have had similar carbs on Fiats and it is fairly easy to change the
jets.
