No?  OK, when you get rear ended, what does your head do?  It flies back
and up.  Now envision someone hitting you "upside the head" with a 2"
steel pipe.  How safe does that feel, heheh...
So if you do add one of those push-handles to you car, at least pad the
bar liberally, or incorporate a headrest into it, like some race rollbars
do.

Jim, I really don't think a rollover is very common.  Much more dangerous
is a rear-ender or a front-ender.   
A good headrest and some good 3-point belts will increase your safety
immensely.  The next thing might be a collapsible steering column like the 
later cars have (only in the US, I think).
This is passive safety.  Others have mentioned active safety, such as good
condition of brakes, tires, shocks (very underrated safety item).
