Most likely options are, I reckon:
A) Speedo cable has come (partially) disconnected from the back of the
speedo - it can be awkward to get it to attach properly, and get the little
plastic tab in place that's supposed to stop it coming off again
B) Speedo cable damaged or sticky and not rotating smoothly in its sheath -
you'll have to remove the cable, and remove the inner bit from the sheath.
Apparently graphite powder (i.e. a dry lubricant) is the way to go with
these, oil or grease can gum up after a while and cause, rather than solve,
a stickiness problem. Also it can ooze out of the end and then drip onto
your best trousers...
C) Speedo itself is on the way out - not sure how a home mechanic could fix
this, or if it's even possible.
