I'd guess that's a Timesert. Hard to tell from the
photo, but the two brands I'm familiar with are
Timesert and Helicoil. The Helicoils are almost like a
spring coil, where the Timeserts are a solid cylinder
with a thread on the inside and a thread on the
outside.
My preference is for Timeserts as they are easy to
install, but I have never had either fail.
