Sounds like the problem is with the turn/lights/horn unit.  When I first got
my car the fuse would blow if I tried to use the horn when the head
lights are on and the signal would not cancel.  It is not difficult to 
remove the turn/horn unit with the wiper switch.  They come off as one 
unit with one connector each. To get to it you have to remove the 
steering wheel and the plastic cover.  Just make sure to disconnect
the battery before working on it since you don't know the condition of
your wiring incase there are some expose connections.

The turn/lights/horn unit can be disassembly, just be carefull when removing
the cover, there are a couple of springs with small plastic parts and
ball bearings pushing against the cover.  It is not a very complicated 
mechanism.  The cancel mechansim is a plastic tube that fits over the
steering wheel column, mine was all cracked and missing bits from it.

I have mapped out the electrical connections on the connector and the
