lap belts

I must have falsely assumed  that ragtops can only have lap belts which 
were anchored by the two eyebolts behind each seat on the floor. Where are 
the shoulder/three-point  harnesses anchored ? Could it be possible  that 
cars exported  to the US ( like my 67 )  were different  because of 
differing safety laws?
