All I had to do was loosen the adjustment one "click", and the
problem went away.
To get the parking brake to work reasonably well , you really need to
check the entire system. After I bought my car, I lubricated all
the joints and the places where the cables go around bends.
I also replaced a couple of worn-out clevis pins. Afterwards,
the parking brake worked much better.
