Earth strap

Can anybody tell me where the earth lead go's on steering rack. I cant get 
the indicators working or the horn .I  see there is a earth strap listed in 
the Rimmer book but not avalilable.It must be easy to make one but does it go 
between the lower cupling or rack to body.
