Spigot Bush

I'm in the middle "re-building" my motor and I found a reference to spigot 
bush in the manuals.  And I looked at the picture and where  it should be.

Neither of my two motors seems to have one.

And there doesn't seem to be a place where the spigot bush would go.

Any idea what's up with that?
