Steering colum alignment

Greetings,
        I am the proud new owner of a 1974 Spitfire 1500.  Right now I am in
the process of trying to sort out some of the nagging little details.
        I noticed that the turn signal/high beam cluster does not sit level
but more like turn signal at 10:00, high beam at 4:00.  I though that maybe
I could loosen this cluster and rotate it to level but found that it screws
directly into the steering column.
        My question: Is this the correct alignment for the cluster or is my
steering colum rotated?  Also, if the column is rotated, how do I correct
it.
