fuel vapourisation, possibly

Those of you with a very long and good memory may remember that last
summer Saskia experienced possible fuel vapourisation problems that went
away once the weather cooled down again...well they're back!  Driving to
work this morning I found that after sitting in traffic for a bit and
then accelerating around the 2-3000rpm range she would 'flat spot' and
then be ok above this.  The problem seems to go away when driving at
speed (and presumably has cooled down).

I'm wondering if this has anything to with having the carbs adjusted to
get through the emmisions test in her recent MOT?

I have heat shields between the carbs and the manifold.

Any ideas where I should start looking?  Would fuel vapourisation be the
most likely culprit for these symptoms?
