There's a fine line between "good-natured" teasing, and offense. Often the
difference is trust on the part of the person doing the teasing, that the
victim realizes that no offense is offered; and on the part of the victim(s)
that the teaser didn't mean it harshly.
In the spirit of trust and friendship, to the person who took great glee in
explaining that 6 armed forces personnel in 3 rowboats with 10 water
balloons could defeat the Canadian Navy I offer the following:
"Did you hear that a nation that when speaking English often confuses "Rs
with "L"s has sent 50,000 cases of Viagra to America?
It seems they heard that the whole (great?!) American nation can't get an
election!"

Nick Moseley (no offense meant if you confuse "R"s and "L"s, or are an
American)
(I live in North America, and I wasn't offended...)

there are other, more pressing things to be offended by and upset about-like
how since deregulation of the electric company in California-we are being
screwed! Or let's be offended by the Red Cross repeatedly being cited for
violations in the last 15 years and sending out tainted blood product just a
few weeks ago.
