Hi Bob,

You have pretty much figured out the mystery.  This wire is not
connected on the end near the starter solenoid (for 1978 models).
Some cars had this loose end snipped off, other were just coiled
up and tucked out of the way.  Either way, it does (did) nothing.
For some strange reason, the seat sensor end was alway connected
to the harness.
