Frozen bolt-brake M/C bracket

Greetings all:

I'm in the process of blasting and refinishing some under bonnet components. 
  I pulled off the clutch m/c bracket and, wouldn't you know it, the LAST 
bolt of the four on the brake m/c bracket is frozen.  (The 11mm bolts that 
hold the brackets to the bulkhead)

I've sprayed it with WD-40 and rapped it with a hammer but have only 
succeded in almost rounding off the corners.  Any suggstions for procedure 
or special tools short of drilling it out and retapping the hole?  Space is 
fairly tight as this is the inboard bolt on the engine side of the bracket.
