The purple/black wire is the feed to the relay from
the horn switch, thus a switched earth.

Your problem with the horns could be the dirt, dead
flies, water etc that have entered the horns whilst
you have been driving. It is possible that the
contacts have corroded within the horn from all the
influx of debris and moisture. Take the horns off and
bench testing them is probably the best solution.
