Don't know that it is different, but I have only seen mine, which is a 1979
and you defintely can't put the bottom pring on last.

The bottom springs do not just have hooks on them, they have an "S" shaped
bend that actually goes through 2 of the bottom holes.  The fact that they
also pass through from the back makes it even more impossible to put them
on after the shoes are on the wheel.  The top spring, on the other hand,
has only a hook on each end and a straight section that looks designed for
gripping with pliers.
