Sorry, no idea about that orange washer. Perhaps it fell down from the top
area of the tank?
 

But wait, there are supposed to be TWO wires to the sending unit -- a green
and a black.  If there are any purple wires hanging around, those are for
the trunk illumination lamp which fits on the fibreboard trunk liner.
