[Shotimes] black thingy

What's the black thingy right behind the hood latch (under the hood) that's
on my '90 but not on my '89?

 

(Looks like some kinda ballast?)

P.S. My cooling fan problem was the fan motor!  Traded the whole fan assy
with the '89 and it works now.  Is there any new news on fan motor
repair/replacement?
