I would think that there=E2=80=99s little to no pressure in the pipe the wr=
ap might
work, at least short term in mild temperatures. That said, I think the
sleeve that Mark Miller suggests is a much better solution.

We dealing with the results of a busted 2 inch PVC ball valve coming out of
one the tanks on our rainwater collection system. Replacing it with a brass
valve and adding some drains to make sure we get as much water out of the
supply pipes as possible, hoping to avoid a repeat. Even with the PVC valve
turned off there was enough water to blow out the PVC valve housing with
the extended period of below 20 degree temperatures here the last week near
College Station.
