If you shut off the breaker, confirm there is no voltage on the output =
side of it, and test for continuity between the breaker output and =
ground, you should get a good idea if the breaker is actually doing its =
job, i.e. there's short somewhere. If you don't see continuity, it's an =
unknown, in which case I'd replace it with a GFI breaker (since you want =
