Interesting, we had the exact same issue on my wife's Subaru Legacy. In
her case it was caused by trying to turn too sharply while backing out of
the garage and catching the bumper cover on the side of the garage door
frame. Can happen any time you are backing out and catch something on that
front bumper cover just ahead of the wheel. We fixed hers by epoxying a
piece of wire to the broken part of the clip as a reinforcement. It still
pops out from time to time, so this is maybe not the best method, but it
seems to go for several months at a time before I have to pop it back in.
Not perfect but good enough for a daily.
