When running irrigation under an existing side walk the use water to 
"drill" under the sidewalk.  I've NEVER done this but understand the 
process.  To run a pipe under the sidewalk you dig a trench long enough 
and at the same depth to hold the pipe.  Lay the pipe in the trench and 
begin GENTLY hammering it underneath the side walk.  The trick is to run 
a garden hose, or even better a pressure washer hose, inside the pipe to 
wash away the soil.  The pressure from the water digs out the soil just 
ahead of the pipe and softens the soil so you can drive it in easier.
