That's because you don't want to do that.  You won't be able to sell
the property if the oil tank isn't removed. That's true even if it was
properly, legally, and safely abandoned in place by cutting the top
off cleaning the tank and back filling.  It's almost always cheaper to
remove it, anyway, unless someone has done something silly like build
a driveway on top of it.
