FWIW, if the car has a California license plate, the CA DMV will have the
name of the insurance company, contact information and so on.

But IMO it's still easier to subrogate through your own insurance company,
and let them do the legwork for you.  Among other things, they will normally
get your car fixed while still waiting for a check from the other guys.
