Steven,

Do they have a refrigerator in the next room? 

In the pictures it looks like the line is on the supply
side of the faucet.  If so, it looks like it could be a 
water feed tube for a ice maker or in door water supply.

If it is connected to the drain,  it could be the drain
for a dishwasher or something.
