You need a guide that you can make yourself.  Take a block of wood and using a 
drill press, bore a 1.25" hole.  Perpendicular, bore the 1/4" hole through the 
block.  If you can, slide this guide over the tube and drill away.  Otherwise, 
split the block along the 1.25" hole and clamp to the tubing.
