Wayne,
why not fabricate a set of front wheel for the trailer... something similar
to the manual trailer pullers... some fat 8-10" tires... wheelbarrow wheels
on a short axle with a stub up to a ball and a back brace that has a seat
for the tongue... instead of the handle... have a short tongue and a
trailer hitch that would mount to your tractor... the wheels would carry
the weight and the tractor would just steer.. the two wheel would have to
be steerable... but that shouldn't be a big deal for a fabricator... good
luck..
