Netscape Communicator will run continuously and constantly
check for new email at a user defined interval. A green down
arrow will show up on the floating tool bar when a new email arrives.
Is this what you want to do? Communicator will work with IMAP
and POP3 servers. I use version 4.7 FWIW.
