I've had this happen a time or two on gas furnaces and hot water heaters.  It's
usually a buildup of soot or dust/fuzz diverting the pilot flame until enough
gas flows around and "finds" the pilot causing the "whoosh".  Cleaning the
pilot/thermocouple area should fix it and you may want to turn the pilot flame a
bit higher if you can do so and still get a clean blue flame.
