The structure was designed to withstand the impact from a 707, and it 
did.  The designers have said they designed it to withstand the biggest 
plane flying but the 747 is much bigger than the 707.  Methinks they did 
the plane calcs early in the design and didn't have a mole in Seattle. 
Also, we also don't know which 707 they used in their calcs.  The MTOW (max 
take off weight) of a 707 and a 767-200ER (both planes to strike the WTC 
towers were that model) and the max fuel capacities aren't that much 
different.

No, they didn't figure in the fire from the fuel or at least, the plane 
scenario had the plane going though the building - not exploding within....
