garage floor revisited

My question to you is what are the issues involved in the heated floor; cost
to operate? how long does it take to heat up?
I know I am stupid for deleting the information about heated garage floors
but I did. My dad (77 yr. old Hungarian) is building a 28 x 40  (10 ft,
ceiling block wall about 3ft. high and framed the rest of the way) garage in
Ohio and I'm trying to give him some guidelines to follow when he plans the
constructions. he's retired and got a farm and the old barn blew down in a
wind storm. he expects to have a small office and a place for the tractor
and the mower and so on. He's a real tight wad (he grumped about paying 70
dollars a yd. for the footer concrete) and did'nt even want to put a window
in it altho the view would be great.
Is there a better/cheaper way to cover it than T1-11 4x8 sheets? and then
their is insulation to deal with.
I just don't want it to look like the Beverly Hillbillies built it.
