My neighbor the house painter has mentioned primers that will stick to
silicone caulk, not that I have any brand names to suggest. Check with a
local paint store, preferably one that pro's use. I wouldn't be surprised if
you had to etch the silicone surface a bit. 
That BIN primer is great for sealing stains and nicotined walls, BTW.

PS I'm glad to be back at ShopTalk after almost a year's absence. My garage

Does anyone have a method for painting over silicone chalking?
There were a bunch of places in the house and shop that the previous owner 
used clear silicone chalk to fill in the weather stripping around windows 
and such.
Well, I need to paint these areas now and all paints seem to "bead up" on 
the silicone.  I've tried a "BIN Primer Shellac" at the recommendation of 
the Home Depot droid to no avail.
Anyone have any ideas?  (short of stripping it all and re-chalking it?)
