I did something like that for painting motorcycles, I used
plastic sheeting.  It's ok, probably better than painting/sandblasting outside.
Mine was semi-permanant.

Paint 'dust' (hardened overspray) and sand dust will get out
of the enclosure.  Cleaning up the dust after sandblasting
is difficult, so there will be dust around when you paint.
I dealt with this by wetting down the floor.
If your garage is attached to the house and there's a door
then paint fumes will get into the house.

You also need a ventilation system- I set up some duct with a $10
small box fan taped to the end about 12' away from the booth to exaust
air from the booth.  This way clean air enters the booth from all over
and doesn't stir up the dust.  If you don't set up a forced air vent then
you won't be able to spend very much time in the booth before you
either have to leave or pass out from the paint fumes.  You also
MUST have a breathing mask for painting, and it's a really good idea
for sandblasting too, unless you really like picking nasty black boogers out
of your nose for the next week.
