Cosmoline- which I have probably misspelled badly- is a very low grade
grease that was/is used by the military and others to protect their
metal stuff from rust during shipment.  Typically the item in questions
is coated with the dark brown goo then wrapped in brown paper prior to
being loaded on the boat.  If you buy a new inexpensive machine tool
from the far East, they are packaged in much the same way.  If you owned
a WWII vintage Jeep which needed a part and you saw an add for that unit
"still in cosmoline" you would know that the part is probably new
original stock still in its original packing and probably in pretty good
shape.
