If it's just the turn signals that failed the usual cause, when it is the
hazard switch, is old hardened grease acting as an insulator as the hazards
are generally so infrequently used.  Dismantle the hazard switch in a poly
bag (to catch all the bits!) clean off the old grease, put in some fresh,
and reassemble.
