Those are locking tabs. The flanges are deliberately bent up to keep the
bolts from coming undone, after they have been tightened. You can use a
medium-size flat screwdriver and a hammer to flatten them back out so that
you can undo the fan bolts.

Once they have gone through this procedure a few times, they are usually so
work-hardened and brittle that you need to replace them.
