LE Alloy wheel questions

I have a couple of questions about the limited edition alloy wheels.  I
picked up a set of four yesterday in pretty good shape.  No damage they just
need to be cleaned up.  What does the list recommend to get the crude off
these and get them shinny again?  Also it looks like the PO repainted the
black part of the wheels, it looks pretty good except he didn't exactly stay
within the lines in a few places.  How can I clean the paint up without
damaging the wheels?
