stuck oil press. relief valve

I cold-started my 76 B today and the oil press. gauge shot to 100.  I've
been having problems for the past two weeks with the relief valve being
stuck.  I tried to pull it out yesterday with my finger, to no avail.
I guess something is stuck in the valve that is not allowing it to open.
How might I proceed to get it out of the block?  Thanks,
