On my 'C' and the last Midget I had, the needle rested on empty after
you
ran out of gas, switched off the ignition, and were walking to a
station.
On both cars, 1/8th of a tank is 'empty'. You probably can imagine how
I learned this...

Do you have that little, round, vapor can in front of the right tail
light?
Those hoses age and leak. Lotsa fumes from there. Otherwise, visually
inspect
the usual suspects then seal all the extra vents in the firewall.
