   Hi Mike,
     This , pretty much, has to be an interference problem. If you look
at the bottom end of the handbrake, at the driveshaft tunnel, you can
see the end of the hand brake pawl, where it engages the ratchet
assembly. If you press down on the release knob, while lifting the
handle, you should see, and hear, the pawl engaging the ratchet.
Remember that you have to intentionally engage the pawl. After it's
engaged, and you lift the lever, the spring below the knob will lift the
pawl and cause it to disengage. You should be able to see all of this
happening by moving the carpeting out of the way. Sometimes the knob can
stick within the handle and prevent the pawl from engaging the ratchet.
