Randy,
Is your question about setting dwell, or measuring it? Dwell is
that which you are setting when you adjust the point gap. Think of the
word 'dwell' as referring to staying in one place. In this case, the
time (measured in degrees of rotation) during which the points are
closed.
Any decent dwell meter will have directions for its use.
